Making a motion

What to say when you want to speak, change, pause, or object — and whether it needs a second, is debatable, or takes two-thirds.

Business on the floor moves by motion. The interactive helper on Motions turns "what do you want to do?" into the words to say, whether a second is needed, whether it's debatable or amendable, and the vote required.

The basics:

  • Get recognized — go to a microphone and wait for the bishop (the chair) to recognize you. State your name and church/charge.
  • Make your motion — "I move that…" A motion usually needs a second before it can be discussed.
  • Debate — speeches alternate for and against; the chair manages the queue.
  • Vote — most questions pass by a majority; some (amending the Standing Rules, suspending the rules) take two-thirds.

Where the Standing Rules and Discipline are silent, the conference follows the most recent edition of Robert's Rules of Order.
