Resolutions

How the conference speaks — the structure of a resolution and how it reaches the floor.

A resolution is how the conference takes a formal position or directs an action. Resolutions follow a familiar shape:

  • a series of WHEREAS clauses that lay out the facts and warrants; and
  • one or more THEREFORE, BE IT RESOLVED clauses that state what the conference actually decides.

This year's resolutions include the two Unification resolutions (the Plan of Union and the Joint Distributing Committee), the Voting Rights resolution, the Rental/Housing Allowance resolutions for 2027, and property resolutions from the floor. Each is listed under Up for a vote with its full text, a plain-language summary, and the Discipline references it cites.

Resolutions are debated and amended like any main motion and adopted by majority vote unless a higher bar applies.
